Joint Appropriations bills on Fri Feb 19

20737087On Friday, February 19, at 8:00 am the SD Joint Committee on Appropriations will take on a number of bills. This is compiled using the agenda at the time of composing this post. Agendas can and do change!

HB 1043 (SoDakLiberty Posts) – Revise the state aid to special education formula.

SoDakLiberty Stance: Undecided
Prime Sponsors: The Committee on Appropriations is the prime sponsor at the request of the Bureau of Finance and Management.

The 0.3% increase for the special education portion of K-12 funding.

HB 1044 (SoDakLiberty Posts) – Revise the state aid to general education formula.

SoDakLiberty Stance: Undecided
Prime Sponsors: The Committee on Appropriations is the prime sponsor at the request of the Bureau of Finance and Management.

The 0.3% increase for K-12 funding.

HB 1159 (SoDakLiberty Posts) – Establish the nonbeneficiary student scholarship program for certain students attending tribally controlled colleges.

SoDakLiberty Stance: Undecided
Prime Sponsors: Rep Shawn Bordeaux (D, Dist 26A) and Sen Troy Heinert (D, Dist 26) are the prime sponsors.

Testimony will have to be listened to on this grant program.

HB 1205 (SoDakLiberty Posts) – Authorize certain eligible school districts to receive an allocation for limited English proficiency.

SoDakLiberty Stance: Undecided
Prime Sponsors: Rep Timothy Johns (R, Dist 31) and Sen Bob Ewing (R, Dist 31) are the prime sponsors.

Testimony will need to be listened to.

SB 9 (SoDakLiberty Posts) – Make an appropriation to fund the Native American achievement schools grant program and paraprofessional tuition assistance scholarship program and to declare an emergency.

SoDakLiberty Stance: Undecided
Prime Sponsors: The Committee on Education is the prime sponsor at the request of the Department of Education.

This bill obvious goes with SB 81 (SoDakLiberty Posts) and SB 82 (SoDakLiberty Posts). SB9 would appropriate $2,200,000 “to the Department of Education for the purposes of funding the Native American achievement schools grant program and the paraprofessional tuition assistance scholarship program.” If SB 81 and SB 82 do not pass it would make this bill irrelevant.

BILLS FOR POSSIBLE ACTION WHICH HAVE HAD PRIOR HEARING.

SB 92 (SoDakLiberty Posts) – Continue a math pilot project at the South Dakota School of Mines and Technology, to make an appropriation therefor, and to declare an emergency.

SoDakLiberty Stance: Undecided
Prime Sponsors: Sen Terri Haverly (R, Dist 35) and Rep Jeff Partridge (R, Dist 34) are the prime sponsors.

This would appropriate $250,000 to the South Dakota School of Mines and Technology for the continuation of the 2015 math pilot project.

The only apprehension about the bill I have is that it would use taxpayer dollars to fund a project that was being funded privately before. It is a good program though…

SB 16 (SoDakLiberty Posts) – Establish a fee for a nursery license and to increase fees for nursery inspection.

SoDakLiberty Stance: Undecided
Prime Sponsors: The Committee on Appropriations is the prime sponsor at the request of the Department of Agriculture.

This was highly amended by Appropriations. I haven’t had time yet to determine if these changes are good/bad/other.  The bill title changed from it being a fee increase to being a new fee and a fee increase.

Here is what I said about the bill when it was prefiled:

A fee increase bill aimed at nursery inspections. There are a variety of nursery fees which at first seem to decrease slightly. But those fees are changed from biannually to annually.  So basically this bill will almost double the fees paid for nursery inspections.

SB 150 (SoDakLiberty Posts) – Provide for additional interns for the minority party under certain circumstances.

SoDakLiberty Stance: Undecided
Prime Sponsors: Sen Billie Sutton (D, Dist 21) and Rep Julie Bartling (D, Dist 21) are the prime sponsors.

Apparently the Democrats in Pierre don’t have enough interns. I’ll have to listen to testimony on this one.

SB 67 (SoDakLiberty Posts) – Make an appropriation and transfer certain money to support the South Dakota need-based grant program and to declare an emergency.

SoDakLiberty Stance: Undecided
Prime Sponsors: The Committee on Appropriations is the prime sponsor at the request of the Office of the Governor.

This would appropriate $2,100,000 for the need-based grant fund.

HB 1015 (SoDakLiberty Posts) – Authorize the Department of Human Services to dismantle and demolish buildings and to restore the demolition site to its natural state on the South Dakota Developmental Center campus, to make an appropriation therefor, and to declare an emergency.

SoDakLiberty Stance: Undecided
Prime Sponsors: The Committee on Appropriations is the prime sponsor at the request of the Department of Human Services.

The bill would appropriate $1,808,000 so DHS could undertake the campus overhaul. I actually did a pretty lengthy post on the bill. I look forward to hearing why this project needs to be done.
